Justice Minister Ivo Opstelten woke up early yesterday morning. He had a vision.''Wouldn't it be great if we could turn back time to the days of respect, diligent labour, good old cheese production and silence in the streets?'' First action: he proposed legislation that enables the Dutch police to hack any computer they like, whenever they like.

In the past ten years, 30.000 people have been unjustly incarcerated in the Netherlands. Today, citizens in prison on preventive arrest actually outnumber those convicted of a crime.
